The Greater Manchester Casualty Reduction Partnership came into being on 1 April 2007, replacing the former Safety Camera Partnership which operated from April 2003 to March 2007 under the terms of the Department for Transport's National Safety Camera Programme. Central Government took the decision that the time was right to integrate safety camera operations into mainstream road safety activity. The Government's intention is for new Partnerships to be formed to continue safety camera operations and to take a broader approach to road safety. This will continue to be centrally funded but through local highway authorities' Local Transport Plans rather than by the direct cost recovery approach that had been used to date.
The Partnership's aims and objectives are to support and assist the highway authorities, Police and other agencies to reduce road casualties. The purpose of carrying out targeted enforcement at sites and routes has shown a substantial problem with casualties from speed (or red traffic signal) related collisions and co-ordinating and supporting wider road casualty initiatives. Selection of enforcement sites and routes is in accordance with the Partnership's protocols, a process led by comprehensive analysis taking account of the definitive collisions record and speed data at those sites.
In line with the Government’s commitment to increase transparency and accountability to the public, the Minister for Road Safety Mike Penning wrote to all Local Authorities on the 26th June 2011, requiring local authorities or partnerships to publish information about the impact and use of Safety Cameras within their area.

Speed enforcement is always considered the last resort, and concerns about speeding in a particular area should be directed to the local highway authority responsible for road safety. The local highway authority has local knowledge of the location, and is in a position to consider alternative engineering solutions.
