Routes

    Routes are locations where collisions are dispersed along a longer stretch of road, rather than in clusters. These may comprise a combination of fixed and mobile camera enforcement. Enforcement can occur anywhere along the length of the route based on evidential collision history and speeding issues.

    On routes, fixed and/or mobile speed enforcement is permitted at any point within the approved route length. Mobile enforcement points should be selected so that they do not span multiple speed limits.

    The road length selected should meet particular criteria, some stated below:

    • Be between 5 and 20 kilometres.
    • Have a minimum of 3 existing core sites within the length or have at least 1 KSI per km (average) in the baseline period. The baseline period is the most recent 36 months period available when the proposal is submitted, where the end date is within 12 months of the date of submission.
    • Criteria of 8/km in a built-up area and 6/km in a non built-up area.
    • ‘Built-up area is defined as a road with a speed limit of 40 mph or less.
    • ‘Non built-up area’ is defined as a road with a speed limit of 50 mph or more.
    • Have a speed survey that shows that the 85%ile speed is 35 mph or greater in a 30 mph limit.

    The Police have discretion to undertake speed enforcement anywhere within the Greater Manchester area, activity which is separate to and not funded by or through the Partnership, and not subject to the Partnership's protocols nor scrunity of the Partnership Board.

    Compliance with these protocols and procedures has no bearing upon enforcement of offences detected by the use of the safety cameras, and non-compliance with them by the Partnership or representative of the Partnership does not provide any mtigation or nor defence for an alleged offence committed under current UK law.
